Petroleum price drop below Malaysia subsidy level

Early this month, the Malaysia government made a surprise move to cut subsidies for fuel sold at local pump stations. The move resulted in RON95 petrol and diesel prices rising 20 sen per litre to RM2.30 and RM2.20, respectively.

AmResearch estimate that the breakeven of the global crude oil price is at an average of USD84.80 per barrel if RON95 remains at RM2.30 per litre without government subsidy.

Credit Suisse concurs that if oil prices were to stay at around US$80 to US$83 per barrel on a sustained basis, the government’s petrol and diesel subsidy bill should be eliminated completely in 2015, even without further fuel subsidy reform by the Malaysian Government.

On 25 Oct 2014, The Star reported that Brent crude oil, the benchmark price for products in Europe and Asia, for instance, was quoted at US$84.71 per barrel on Wednesday.

The crony who lobby for petrol subsidy rationalisation mechanism might afraid that the project will be abolish.

Last week, Deputy Finance Minister Datuk Ahmad Maslan still talk about the mechanism. It stir debate among public and NGO (Like FOMCA etc) on how to define high income earner.

Actually, if petroleum price drop below subsidy level of USD84.80. Government able to abolish subsidy and follow market rate. Public can enjoy lower price level of international petrol price.

Then government can abolish the petrol subsidy rationalisation mechanism project and do not required to spend money on the implementation of the mechanism. The debate on who is high income earner become meaningless.

Government use to reduce subsidy when price is increasing, this is foolish and cause the down fall of Abdullah Badawi government in 2008.

In fact , Government should reduce subsidy or abolish it during the falling of petroleum price rather than the other way round. There will be less opposition and resistent during the price fall rather than price increasing.

New York Times columnist Thomas L Friedman stated that oil crash is US secret wars on Russia as US wants its Ukraine-related sanctions against Russia to have more bite.

Characteristically, Russia has sniffed an American-led plot, with articles in the government press recalling how a sudden and sharp increase in Saudi production in 1985 caused prices to drop so low that the Soviet economy folded, followed by the Soviet state.

This mean the price drop might be prolong and Malaysia government should take this opportunity to abolish subsidy to let market force to determine petroleum price and let the public to enjoy the benefit of low petroleum price immediately.

Malaysia government also do not required to pay crony to develop and expensive biometric and Mycard petrol subsidy rationalisation mechanism.

Update : Hasan Malek: No more RON95 petrol, diesel subsidies from Dec 1

One year after Pos Malaysia international postage rate price hike

Pos Malaysia Bhd increase their international postage rate by nearly 400% on 15 May 2013. 15 Jun 2014 become first anniversary of international postage rate hike.

Pos Malaysia Bhd announced it first quarter 2015 result ended Jun 2014. Net profit drop 44% quarter on Quarter and 35% year on year to RM29million.

The weak result came on the back of weaker revenue from the group’s mail segment, which declined by 4% YoY. This quarter result comprise full quarter of 400% international postage rate price hike whereas last year comprises only half period (15 days) at new price rate, yet the company claim this was due to a higher base in the previous year that was due to volume contributions from the General Election 2013, which on 5 May 2013. It is not sure how general election contribute to higher volume, whereas the company never explain the effect of price hike. Is it contribute to lower volume by 400% price hike? Why revenue decline by 4% when price hike of 400%.

Mail segment’s operating profit fell by 59% YoY when price increase 400% YoY?

In fact, share price of Pos Malaysia Bhd drop substantially in first quarter of 2014. It is Employee Provident Fund (EPF) of Malaysia become net buyer of the counter that provide support of it share price. If not because of EPF. and rebound in second quarter, share price of Pos Malaysia Bhd should be lower than it current price.

In May 2014, Chinese e-commerce giant Alibaba buys a 10.35% stake in rival Singapore's national postal service provider SingPost for S$312.5m ($249m; £148m) to develop its logistics base in South-East Asia.. This cause surge in share prices of two of SingPost associates in Malaysia, Efficient  E Solutions and GD Express.

GD Express has not benefited from being associated with SingPost. Obviously, It seem it never benefited from Pos Malaysia Bhd price hike too. One of beneficiary of Pos Malaysia Bhd price hike, a 7 persons team startup, when interview by Nanyang, MD alex Chong said customer base has growth 10% to 20% to 1,200 customer but revenue has growth 180% from previous year. This mean Pos Malaysia Bhd have lost at least 90 long term customer due to price hike. These are all high volume customer with mail out high volume one a daily basis. As the base is different, it is difficult to estimate how much revenue loss in term of monetary value when a startup growth 180%.

Earlier in March 2014, rumour in the market that Tan Sri Syed Mokhtar eyeing a stake in SP Setia to leverage on it strong brand name in property market as both DRB-Hicom and Pos Malaysia Bhd have large land bank but lack a strong brand name. PNB has denied it received proposal from Syed Mokhtar to acquire it stake in SP Setia. However, the news indicated that it is still long way to go for both DRB-Hicom and Pos Malaysia Berhad to unlock value of their land bank.

Pos Malaysia Bhd has set aside more than RM150 million as capital expenditure (capex) for the financial year ended March 31, 2015 to be channeled towards new areas of postal services, information communication technology infrastructure, upgrading post offices and acquiring new vehicles.

Bursa Malaysia Securities had queried Efficient E-Solutions over the unusual market activity (UMA) in the trading of its shares after a sharp rise in its share price last week. It is surprise that UMA happen to Efficient E-Solution but not another affiliated company of Sing Post in Malaysia, GD Express.

Malaysia Silicon Valley of South East Asia

In 2012, Startup Genome ranked Singapore 17th on World startup ecosystem. Malaysia, was not on the list by the Silicon Valley Startup.

At rhe beginning of the week. CEO of Catcha Media, Patrick Grove  , when interview by The Edge Weekly, claim that while Singapore aggressive promote to become Silicon valley of South East Asia,  he claim Singapore do not have "Internet company" that have over $1billion market capitalization. But Malaysia have 3............ Jobstreet.com, iProperty.com and Myeg.com.

He further claim that we only have 8 internet public listed company in South East Asia, of which 6 are base in Malaysia.

Actually, iproperty.com, a company part own by Patrick's Catcha Media, are listed on Australia Stock Exchange despite their main operation and customer are in Malaysia. However, he only claim "internet company". In fact, if  technology/software company included, not just internet company,.Malaysia have more than 6 technology/software compaies listed on London's AIM, Singapore, Taiwan and New Zealand respectively. Of which Singapore listed's Silverlake Axis, base in Malaysia, have market capitalization of more than 1billion and it is in USD.

Connecting the East and West

China's Tencent also set up a base in Malaysia to market it Wechat apps.

Partrick's Catcha's Media operate a Malaysia's MSN page. Catcha media also partner of China's Alibaba in South East Asia. It is not sure, Alibaba's Taobao South East Asia operate by Catcha, However, Catcha claim it has been offer a pre-IPO share by Alibaba recently.

Of the top 3 China's internet giant, only Baidu seem do not have present in Malaysia, despite Malaysian contribute a significant portion of search using Baidu.  Baidu oversea venture focus on Japan instead of South Eadt Asia. In fact, Malaysia can be a base for Baidu to venture into huge Indonesia market.

One difficulties is China still close it door. Malaysia still have difficulties to order from Taobao.com and setup account with Alipay until recently.

A social web co-founded by Malaysian base in Canada, Plurk.com ,which very popular in Taiwan  has been restricted by China like Facebook as China have it own renren.com. It doesn't help Malaysia Prime Minister used Facebook in stead of Plurk.com. Plurk.com leading market in Indonesia has been overtake by Facebook since then.

Malaysia have to make China to open it market to company base in Malaysia if it want to become a connecting hub between east and west.

Earlier, London AIM listed Red Media Asia Ltd, announced a reverse take over of Malaysia ACE listed  PUC Founder (MSC) BERHAD. Malaysia base Red Media will tap PUC Founder;s China ties as they will form a joint venture post merger.

Water consumption in Penang was the highest in the country?

Last Wednesday, the Chief Minister said the state government had approved the request of the Penang Water Supply Corporation Sdn Bhd (PBAPP) to conduct a study on increasing water tariffs as the last resort to reduce consumption in the state, which was the highest in the country.

Lim added that water consumption in Penang was currently the highest in the country – at 295 litres per person per day last year, followed by Perlis (241 litres), Labuan (240 litres) and Perak (238 litres).

PBA share price up on news Penang plans water tariff hike last week.

Water consumption in Penang was the highest in the country last year and the water level currently at the Air Itam Dam has not been encouraging.
 Air Itam Dam

But the question is how they arrived the figure of consumption at 295 litres per person per day ? Even Chief Minister Lim unable to confirm it correctness. Does Penang state government has been mislead by technocrat or NGO to provide rational of higher tariff charge of other states  in the country is anybody guess?

Penang have the best water supply management of non-revenue water (NRW) at 17.6 per cent compared with the national average of 36.4 per cent,

NRW cannot be just classified as pipes leakages. we cannot discount possibility of water theft. Some state have more than 50% of NRW and average NRW of the country is around 37%.

It is ridiculous for a tiny state like Perlis have more than 66%of NRW. Shouldn't a small state like Perlis able to replace all it pipes if leakages is main reason for NRW? Rumors in the market claim that the state government close one eye on water theft to beneficial the people. If that is the case, why government not just announce a free water tariff for...say... first RM20.00 like in Selangor?

It is not sure whether NRW included in water consumption calculation. If  water consumption calculation included NRW. I doubt that Penang still the highest per person per day?

If the NRW of Perlis be included  as a calculation of water consumption. Then, Perlis, with 66% of NRW, will be the highest consumption water state in the country. Why NGO just targeted Penang? Because it has the lowest water tariff and other state unable to increase their water tariff if water tariff in Penang remain the same?

Further, Penang are a tourist and water sports destination. Does the calculation excluded consumption by tourist? tourist have to take bath after water sports etc. Further, it doesn't help if hawker and other F&B outlet need water not just to serve local but tourist as well.

It seem that Penang state government has been trapped by technocrat and NGO?

However, I always though that PBA have the lowest water tariff in the country because of their efficiency. It is surprise to discover that Penang state government provide seven (7) figures subsidy per year to achieve lowest water tariff in the country.

Then why share price of PBA increase after announcement of possible tariff hike! Shouldn't it just a  reduction of state government subsidy and have no impact on bottom line?

It seem PBA still have a lot of work to do to further lower it NRW

Profit guarantee to Catcha Media?

RHB Research issue a buy recommendation on Catcha Media on 6 Mar 2014, stating that there is market  capitalisation  mismatch between it Australian listed  27.4%-owned  iCar Asia and Malaysia
ACE listed Catcha Media. However,   iCar Asia still a loss making entity.

The Edge weekly feature Catcha Media two weeks ago base on the same analyst report from RHB .Research.

The Edge further emphasis that the valuation is excluding Catcha Media's e-commerce division, despite never expressly stated it e-commerce business under which company.

Previous media and analyst report show that Catcha Media's e-commerce business is under  Hauteavenue.com and Dealmates.com.

The report stated that Catcha Media has ceased operation of it e-commerce division

Dealmates.com funded by Intel Capital and compete with Catcha Media's partner of vendor of newly acquired says.com, Groupon.com.my. Now, issue of conflict of interest no longer arise if Catcha ceased to operate this division.

However, Catcha Media  acquired Hauteavenue.com at hefty S$5mil (RM12.3mil). I think many e-commerce operator in Malaysia like those selling on eBay and lelong.com.my might dream of any company would acquired their business at RM12.3million. In fact, many ebay seller and lelong.com.my seller are cashflow positive before international postage rate hike by Pos Malaysia Berhad compare to Hauteavenue.com, which is still a loss making entity yet still able to value at  hefty S$5mil (RM12.3mil).

Renown investor Peter Lynch said he never invest in a company if he is not a customer or consumer of that company's product. As Hauteavenue.com sell luxury product, few people want to admitted that they never bought from Hauteavenue.com before. Thus, nobody question the deal and the deal go through without much question from shareholder.

Further, Patrick Grove, founder and CEO of Catcha Media claim there is a profit guarantee of S$1.5mil (RM3.7mil) for the 12 months after the completion of the deal at the time of acquisition of Hauteavenue.com . ( Usually, profit guarantee should be 3 years in stead of just one year)

Now, if the company making loss and ceased operation. Can the vendor just run away with S$5mil (RM12.3mil). Shouldn't Catcha Media recover at least S$1.5mil (RM3.7mil) profit guarantee from the vendor of  Hauteavenue.com ( or S$4.5million if profit guarantee 3 years ) .

Who should be responsible if profit guarantee never executed? Can vendor just runaway with S$5mil (RM12.3mil) and unable to recover even  a small portion S$1.5mil (RM3.7mil) the CEO announced during acquisition!

Catcha Media has been selected as outsourced partner of Mavcap to managed fund invest in Startup in late 2013. It is not sure who would managed the fund? Catcha Media CEO Patrick Grove or  Khailee Ng,  Co-founder and CEO of Says.com,  a unit merged with Catcha late last year.

News report stated that now Khailee Ng  have spend a good chunk of his time as venture partner for 500 Durians, a US$10million micro fund under Silicon Valley's 500 Startups, devoted to investing in South-east Asian Startups. Khailee Ng was entrepreneur in resident for 500 startup at one point.

Report stated that Khailee have since put money behind venture such as App.io, Privy,CompStak, Supply Hog, Noonswoon, Watch Over Me (SecQ.me) and iMoney. App.io and CompStak are US base startup.

If Khailee already handful , then it seem Patrick Grove will be the one who will managed fund outsource from Mavcap. While startup who unable to get funding from traditional financial institution like Patrick Grove approach of growing startup eco-system in Malaysia. Shareholder of Catcha Media hope more corporate governance and fiduciary duty display  towards shareholder of a public listed company. Everybody understand venture investment involve high risk, but there is no gun pointing at your head to force you to announce that the deal come with a profit guarantee. However, if you voluntary announced that the risk have been taken care of. Shouldn't someone be responsible when it is not?
